Allows nonprofit organizations to prepare food in private homes or other unregulated areas for distribution at charitable fundraising events.

Requires nonprofits to display a clearly visible placard at the serving location informing consumers that the food was prepared in a kitchen not subject to regulatory authority inspection.

Permits nonprofit organizations to notify the regulatory authority in writing or by email prior to the event, including the organization's name, event date/time/location, and contact information of the person responsible.

Exempts food establishments regulated by the Department of Health and Senior Services from these provisions.

Does not apply to charter counties with more than 950,000 inhabitants, independent cities, charter counties with 200,000-350,000 inhabitants, or charter counties with 300,000-450,000 inhabitants.
