Expands Section 115.346 to apply to all public offices rather than just municipal offices, requiring candidates to have no arrears in city taxes or municipal user fees on the filing deadline.

Modifies Section 115.350 to disqualify candidates from holding any elective public office who have been convicted of, found guilty of, or pled guilty/nolo contendere to a felony under Missouri law or equivalent crime under another jurisdiction's laws.

Repeals subsections 2 and 3 of Section 561.021, which previously made felons ineligible to hold public office until completion of sentence or probation, and made those convicted of felonies connected to voting rights permanently disqualified.

Retains only Section 561.021 subsection 1, which requires those holding public office who are convicted of felonies or crimes involving misconduct in office or dishonesty to forfeit their position upon sentencing.
