Establishes the "Small Business Incubators Act" creating a loan, loan guarantee, and grant program under the Department of Economic Development to support the establishment and operation of small business incubators.

Limits loans, loan guarantees, and grants to no more than 50 percent of total eligible project costs, with funds usable for facility acquisition, rehabilitation, construction, equipment, and business development services.

Requires local sponsors operating incubators to provide business development services including financial consulting, management and marketing assistance, and to conduct annual reporting on tenant and participant performance to the department.

Establishes a $2 million annual cap on tax credits allowing taxpayers to claim 50 percent of contributions to the Missouri Small Business Incubators Fund, with credits transferable at no less than 75 percent of par value.

Mandates the Department of Economic Development conduct annual site visits to each incubator and report to the governor and legislature on application numbers, job creation, occupancy rates, and firm survival metrics.
