Circuit courts located in cities not within a county may establish a special "Armed Offender Docket" with dedicated judges and personnel for cases involving chapter 571 and section 569.020 offenses.

A $30 surcharge is imposed for each criminal case assigned to the armed offender docket, collected using existing procedures and used solely to defray prosecution and pretrial supervision costs.

The surcharge is not collected when the case or defendant is dismissed or when costs are paid by the state, county, or municipality.

The presiding judge, prosecuting attorney, and law enforcement agency must coordinate and share court and law enforcement data relevant to docket operations with research universities offering accredited programs in criminology, criminal justice, public health, or social work.

Circuit courts must publish a public report within six months after each anniversary of docket creation, detailing operations from the preceding year and including commentary from research universities and law enforcement agencies.
