Receptacle owners must obtain written permission from property owners or agents before placing receptacles and must identify themselves, the property owner, nature of collections, and where proceeds will go; failure to obtain permission constitutes an unfair business practice and allows property owners to remove receptacles with costs borne by the receptacle owner
