Creates the offense of "failing to stop the illegal possession of a weapon" for parents or guardians who know their child under 18 possesses a weapon illegally but fail to stop or report it, classified as a class A misdemeanor or class D felony if the child causes injury or death.

Establishes the offense of "negligent storage of a weapon" when a parent or guardian recklessly stores a weapon accessible to a child under 18 and the child obtains it to carry onto school property, cause injury or death, or use in committing a crime, classified as a class A misdemeanor or class D felony depending on harm caused, with an additional $1,000 fine for failing to notify schools of weapon ownership.

Exempts weapons from negligent storage liability if stored in a securely locked container, equipped with a cable or trigger lock, or kept on or within immediate reach of the owner's body.

Requires parents or guardians of school-attending children to notify the school district or school superintendent in writing within 30 days of enrolling a child or purchasing a weapon, specifying names but not weapon type or quantity.

Establishes failure to notify schools of weapon ownership as an infraction punishable by a fine of up to $100.
