Repeals and replaces multiple sections of Missouri's campaign finance law (sections 130.011, 130.021, 130.031, 130.044, and 130.046) to consolidate and update campaign finance regulations.

Eliminates "political action committees" from the definitions and replaces them with "continuing committees" as a new category for committees of continuing existence that influence voter action.

Restricts committees from transferring funds or making contributions to other committees, with exceptions for candidate committees, political party committees, campaign committees, exploratory committees, and debt service committees returning funds to donor committees.

Establishes contribution limits on candidates and committees, including per-person contribution caps for statewide offices ($25,000), state senate ($10,000), and other offices ($2,500), with annual aggregate limits of $50,000 to political party committees.

Requires submission to Missouri voters for approval or rejection at the November 2014 election, becoming effective only if approved by majority vote.
