Repeals and reenacts section 288.220, RSMo, removing the division of employment security's responsibility to administer the Missouri state employment service operation while retaining unemployment insurance administration duties

Removes references to gender-specific pronouns ("he") and replaces them with gender-neutral language ("the director")

Maintains the requirement that the division's central office be located in Jefferson, Missouri

Preserves the director's authority to adopt, amend, or rescind regulations, delegate powers, establish employee salaries comparable to other similar states, and manage division operations under department supervision

Requires new rules and regulations to take effect only after ten days following commission approval and filing with the secretary of state
