Prohibits Missouri state officials and agencies from imposing penalties on individuals, employers, or health care providers for choosing how to secure health care services or for paying directly for lawful health care services without penalties or fines.

Declares it violates state public policy for any public official or law to implement or operate a health insurance exchange under the federal Patient Protection and Affordable Care Act.

Authorizes the director of the Department of Insurance, Financial Institutions and Professional Registration to immediately suspend the license of any health insurance issuer that accepts remuneration that may result in penalties contrary to state policy, until the issuer returns the remuneration and declines future remuneration.

Requires the Attorney General to seek injunctive relief and take appropriate action to preserve residents' rights protected under the act and to defend the state if any law or regulation violates the stated public policy.

Establishes that the power to regulate health care choice is reserved to the people under the Ninth Amendment and to the states under the Tenth Amendment, and asserts Missouri's sovereign power to declare this public policy.
