Allows licensed excursion gambling boat operators to accept credit instruments (written checks, negotiable instruments, automatic bank drafts) from qualified patrons executed on or after August 28, 2013, in exchange for chips or tokens used for wagering.

Defines "qualified person" as someone who completes a credit application and is determined creditworthy by the licensee after a credit check; once approved, additional credit checks are not required for future transactions.

Establishes that credit instruments are valid, enforceable contracts; the Missouri Gaming Commission has no authority to determine validity or enforceability of credit instruments or the debt they represent.

Specifies that violations of credit instrument provisions are subject only to penalties in section 313.812 (administrative penalty of $5,000 per violation) and does not affect the instrument's validity or the debt's enforceability.

Expands definition of "capital, cultural, and special law enforcement purpose expenditures" to include additional public infrastructure and services eligible for gaming revenue allocation.
