Repeals and replaces sections 160.405, 160.420, and 160.539 of Missouri law and establishes a new section 160.543 relating to charter schools and alternative educational programs

Requires charter school applications to include comprehensive details on governance, financial planning, academic performance standards, personnel policies, student discipline procedures, special education services, and asset disposition upon closure

Modifies charter school approval processes allowing the state board of education to grant charters if initially denied by a sponsor, with sponsors required to prioritize charter applications serving high-risk students and dropouts (at least one-third of charters if sponsor grants three or more)

Establishes the "School Flex Program" allowing students aged 16-22 to attend school minimum two hours daily while pursuing college, technical education, or employment aligned with a career academic plan, with full-time status and ADA funding eligibility

Creates the "Missouri Credit Flex Program" allowing students aged 16-22 to earn high school credit through competency demonstration via traditional coursework, mastery assessments, internships, distance learning, dual credit, performance-based credit, or other approved methods, with state funding based on 94% of traditional attendance hours
