Repeals section 196.055, RSMo and enacts two new sections (196.055 and 265.435) relating to inspection of meat processors.

Department of Health and Senior Services retains authority to inspect facilities manufacturing foods, drugs, devices, or cosmetics at reasonable hours and secure samples for analysis.

Department of Health and Senior Services is prohibited from inspecting commercial plants for criteria already under inspection under sections 265.300 to 265.470 or under federal inspection pursuant to section 265.430.

Carve-out allows Department of Health and Senior Services to continue inspecting commercial plants for items not covered under state or federal inspection requirements.

Commercial plants under state meat inspection or federal inspection are exempt from duplicate inspection under chapter 196 for items already being inspected at those facilities.
