State auditor shall conduct a one-time cost analysis comparing at least ten death penalty cases (with death sentences imposed) filed after January 1, 1990, to equal numbers of first-degree murder cases without death sentences and cases where death was sought but not imposed.

Auditor shall use scientific random sampling methodology to select comparison cases from all cases filed after January 1, 1990.

Cost analysis shall include direct and indirect expenses for attorney general's office, department of corrections, county prosecutors and circuit attorneys, Missouri state public defender system, and state courts (supreme court, courts of appeals, and circuit courts).

County and state government costs to be examined include staff salaries and benefits, operating expenses, expert witness fees, investigations, housing death row inmates, and execution-related costs.

Report shall be presented to the governor, general assembly, and Missouri supreme court by June 30, 2015.
