Repeals automatic district lapse after two consecutive years of unaccredited status and instead authorizes the state board of education to choose between continuing local governance or lapsing the district with alternative governance structures.

Requires the Department of Elementary and Secondary Education to conduct at least two public hearings in an unaccredited district to review improvement plans, provide technical assistance, and coordinate community resources.

Allows the state board to appoint a special administrative board with at least five members (majority residents of district) to operate a lapsed district until it achieves provisional accreditation for two consecutive years.

Provides alternative options for lapsed districts including continued governance by existing board, establishment of alternative governance structures with three-year reviews, attachment to another district, or creation of new districts with specified governance.

Exempts newly-received students from assessment score calculations for three school years when determining performance of districts that receive students through boundary changes or dissolution of another district.
