Prohibits withholding any sum from public employee earnings for dues, agency shop fees, or other fees paid to public labor organizations.

Requires written authorization from members or non-members within the previous 12 months before labor organizations can use dues or fees for political contributions or expenditures as defined in section 130.011.

Mandates a specific authorization form titled "Consent for Political Use of Dues/Fees" with at least 24-point bold title and 14-point bold text stating the authorization is voluntary and cannot affect employment.

Requires labor organizations to maintain records including copies of authorizations, amounts and dates of fund transfers, and recipient committees, and submit copies to the labor and industrial relations commission.

Prohibits increasing dues or fees for individuals who do not authorize political contributions and bars making authorization or waiver of requirements a condition of employment.

Exempts first responders as defined under section 192.800 and their labor organizations from these requirements.
