Allows circuit courts and certain charter counties to establish DWI courts for persons who pleaded guilty to driving while intoxicated or driving with excessive blood alcohol content and meet specified criteria including blood alcohol content of at least 0.15% or prior intoxication-related offenses.

Permits DWI courts to assess costs for participation against participants and authorizes use of court-approved private probation services when the department of probation and parole is unavailable, with no person to be rejected based on residence outside the court's jurisdiction.

Prohibits law enforcement agencies from establishing roadside checkpoints or roadblocks based on particular vehicle types, including motorcycle-only checkpoints or seatbelt compliance, except that checkpoints limited to commercial motor vehicles remain permitted.

Updates court reporter fees for appeal transcripts to $3.50 per legal page and reduces fees to $2.60 per page for indigent defendants in criminal appeals, with the state paying these fees and other transcript costs borne by requesting parties.

Allows motorcycles to be equipped with brake lights that vary in brightness for up to five seconds when brakes are applied, and requires rear lamps on all motor vehicles to be 15 to 72 inches above ground with red light visible from 500 feet to the rear.
