Moves Missouri's primary election day from the first Tuesday after the first Monday in August to the first Tuesday after the first Monday in June in even-numbered years.

Maintains the general election day as the first Tuesday after the first Monday in November of even-numbered years.

Keeps the municipal election day for political subdivision and special district officers on the first Tuesday after the first Monday in April each year.

Preserves special provisions allowing an additional August 2003 primary election for school districts and political subdivisions to seek voter approval for debt related to weather damage repairs.

Preserves special provisions for a November 2009 general election day for school districts to seek voter approval for debt related to school facility construction and improvement bonds.
