Establishes conscience protections for medical professionals and health care institutions to refuse participation in abortion, abortion-inducing drugs, contraception, sterilization, assisted reproduction, human cloning, embryonic stem-cell research, and fetal tissue research based on religious, moral, or ethical beliefs.

Prohibits discrimination against medical professionals who decline to participate in specified medical procedures or research, including termination, suspension, loss of staff privileges, demotion, wage/benefit reduction, or denial of training opportunities.

Prohibits discrimination against health care institutions that decline to provide specified medical procedures or research, including denial of licensure, aid, staff privileges, or authorization to expand or merge.

Allows civil actions for violations with damages of at least three times actual damages (minimum $5,000 per violation) plus court costs and attorney's fees; courts may award injunctive relief including reinstatement.

Preserves requirements that medical professionals provide emergency life-saving treatment and inform patients of health conditions, medical options, and available resources.
