Applies to third class cities with 19,000-21,000 inhabitants located in charter form counties with 200,000-350,000 inhabitants.

Authorizes creation of a utility board with 5-7 members appointed by the mayor and confirmed by the city council to review and establish rates and fees for sanitary sewer, storm water, trash, and other utility services.

Board members must be Missouri registered voters and city residents, serving five-year terms except initial members who serve staggered 1-5 year terms to ensure continuity.

Requires at least one public hearing advertised 15+ days in advance before establishing or amending any utility rate or fee.

Allows the city council to create a public nonprofit utility corporation as an alternative, which would assume full responsibility for designated utility services with the same board appointment and rate-setting procedures as the utility board.
