Creates a new "advance ballot" system allowing registered Missouri voters to vote in person at central voting locations and satellite sites beginning the third Wednesday prior to an election through the Wednesday before election day.

Requires all election authorities to maintain at least one central voting location with advance voting available until close of business on the Wednesday before the election, plus satellite sites based on registered voter population (one site per 50,000 voters, maximum six sites per jurisdiction).

Mandates advance voting hours during regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with at least one judge from each major political party at each satellite site to ensure balanced representation.

Prohibits voters who cast advance ballots from voting again on election day; violators are guilty of a class one election offense and the election authority must certify the violation to the verification board.

Requires all implementation costs to be paid from Missouri's general revenue and makes the advance voting system effective January 1, 2014; also keeps advance ballot voter information confidential until 8:00 a.m. on the Friday before an election.
