MO SB98

Repeals and replaces section 273.327, RSMo, to modify licensing and fee requirements for animal facilities including shelters, pounds, kennels, pet shops, and breeding operations.

Establishes license fee range of $100-$2,500 per year for most facilities, with commercial breeders paying $100-$1,000 per year, plus an additional $25 annual fee for operation bark alert administration.

Exempts pounds and dog pounds from all licensing fees; effective January 1, 2015, animal shelters become completely exempt from all fees under this section.

Authorizes the director to exempt any animal shelter from fees prior to January 1, 2015, upon promulgation of rules.

Grants the director authority to deny or revoke an animal shelter license if the applicant or licensee unreasonably profits from charges for animal adoption or sales.
