Requires local taxing jurisdictions to hold voter elections between November 2014 and November 2016 on whether to discontinue applying local sales tax to titling of motor vehicles, trailers, boats, and outboard motors purchased from non-Missouri dealers

Allows nonprofit organizations to print and distribute the official state manual ("Blue Book") through agreement with the secretary of state, with fees charged to cover production and distribution costs

Permits cities to extend council member terms from two years to four years upon voter approval, and allows certain cities organized under sections 78.010-78.400 to eliminate primary elections for mayor and councilman

Reduces alderman age requirement from 21 to 18 years old and changes St. Louis City public administrator from elected to appointed by circuit judges

Extends ballot and election materials retention period from 12 months to 22 months, and makes various technical changes to voting procedures including allowing "distinguishing marks" rather than requiring a cross (X) mark on ballots
