Establishes a Joint Interim Committee on Funding for Elementary and Secondary Education to examine Missouri's education funding formula, which has not been fully funded since fiscal year 2009.

Committee shall study the impact of funding cuts on hold harmless school districts and examine how other states fund elementary and secondary education during fiscal constraints.

Committee shall identify improvements to the foundation formula and report recommendations to the President Pro Tempore of the Senate and Speaker of the House by January 8, 2014.

Committee composed of ten members: three majority and two minority party members from the Senate, and three majority and two minority party members from the House.

Committee authorized to solicit input from state departments, agencies, political subdivisions, and the public, with expenses paid by the Joint Contingent Fund.
