Supports continued development and delivery of oil from North American reserves to American refineries, including Canadian oil sands and the Bakken formation in Montana, North Dakota, and South Dakota

Urges U.S. Congress to support increased oil imports from Canada and the President to approve importation of oil from the Bakken formation and Canadian oil sands

Requests the U.S. Secretary of State approve TransCanada's newly-routed Keystone XL pipeline application to reduce dependence on unstable governments, create jobs, and improve national security

Projects the Keystone XL pipeline will create approximately 9,000 construction jobs and support 7,000 manufacturing jobs, with 75 percent of pipe from North American mills and approximately $800 million in goods sourced from U.S. manufacturers

Directs the Missouri Senate Secretary to send copies of this resolution to the President, congressional leadership, and Missouri's congressional delegation
