Submits constitutional amendment to Missouri voters at the November 2014 general election (or special election called by governor) to repeal and replace section 22(a) of article I of the Missouri Constitution

Retains existing jury trial protections including the right to trial by jury, reduced jury sizes in courts not of record, and criminal defendants' right to waive jury trial

Adds new constitutional authority allowing the General Assembly to limit noneconomic damage awards in civil cases through statute

Removes the word "and" before the jury waiver provision and replaces it with "and that" to introduce the noneconomic damages limitation language

Does not modify existing provisions regarding three-fourths jury concurrence requirement in courts of record or two-thirds majority requirement in courts not of record
