Increases Missouri Conservation Commission membership from four to eight members appointed by the governor with Senate approval

Requires no more than four commission members from the same political party, with each member residing in a different region under the conservation commission's eight-region map as of January 1, 2013

Changes term stagger structure so that no more than three terms end in the same year, with members limited to two terms or twelve years of service, whichever comes first

Maintains six-year terms for commission members with no salary but reimbursement for necessary travel and expenses

Provides that remaining members fill any vacancy within thirty days if the governor fails to do so
