Submits to Missouri voters a constitutional amendment to repeal sections 30(a), 30(b), 31, 32(a), 32(b), 32(c), and 33 of Article VI of the Missouri Constitution relating to St. Louis city and county

Replaces repealed sections with a single new section 30 providing that St. Louis city shall become part of St. Louis County and exist as a city within the county in the same manner as any other city in the county

Eliminates previous constitutional provisions that allowed city and county residents to vote on consolidation plans prepared by a 19-member board of freeholders

Removes existing provisions recognizing St. Louis city as both a city and county with dual governance structures and separate charter amendment procedures

Scheduled for voter approval at the general election on the Tuesday following the first Monday in November 2014, or at a special election called by the governor
