Submits to Missouri voters in November 2014 a proposed amendment to Article I of the Missouri Constitution establishing state sovereignty under the Tenth Amendment over powers not delegated to the federal government

Prohibits Missouri's legislative, executive, and judicial branches from recognizing or enforcing federal laws, executive orders, or administrative actions that exceed enumerated federal powers

Specifically prevents state enforcement of federal actions involving gun restrictions, abortion legalization, carbon credit requirements, certain health care mandates, same-sex marriage recognition, hate crime enhancements, and restrictions on home schooling and parental rights

Requires interpretation of the U.S. Constitution based on original intent of its signers and amendment sponsors, rejecting interpretations based on "emerging awareness" or treating it as a "living, breathing document"

Allows Missouri citizens standing to bring legal action to enforce the amendment and declares any court ruling violating the amendment's interpretation methodology invalid and unenforceable in Missouri
