Submits a constitutional amendment to Missouri voters at the November 2014 general election (or a special election called by the governor) to add Section 35 to Article I of the Missouri Constitution.

Declares that agriculture providing food, energy, health benefits, and security is the foundation and stabilizing force of Missouri's economy.

Guarantees the right of farmers and ranchers to engage in modern farming and ranching practices, employ agricultural technology, and use modern livestock production practices, preventing any law that would abridge these rights.

Official ballot language asks voters whether the Missouri Constitution should be amended to ensure that the right of Missouri citizens to employ modern farming and ranching practices and equipment shall not be infringed.
