Submits to Missouri voters a constitutional amendment for the November 2014 general election to repeal and replace section 4 of article V of the Missouri Constitution

Removes outdated language referencing "commissioners of the supreme court," positions that no longer exist, for serving on a reapportionment commission

Establishes that when a reapportionment commission of six members is appointed by the supreme court from judges of the court of appeals, no more than two members from any single court of appeals division may be appointed to the commission

Sets official ballot language stating: "Shall the Constitution of the State of Missouri be amended to remove language regarding the appointment of commissioners of the supreme court, positions which are no longer in existence, to serve on a reapportionment commission, and add that judges appointed from the court of appeals shall serve as a reapportionment commission"
