Establishes salary ranges for Senate employees across 50+ job classifications, effective in January, with monthly salaries ranging from $908-$1,212 for Chaplains to $4,722-$6,644 for director-level positions.

Authorizes the Senate Administration Committee to establish a maximum expenditure formula for each Senator and caucus leadership to employ Administrative and Clerical Assistants within the specified salary categories.

Grants the Senate Administrator authority to cooperate with the House Chief Clerk in selecting employees for garage, Joint Committee Staffs, and rotunda area positions, with costs paid from the Joint House and Senate Contingent Fund.

Permits the Administration Committee to reduce, combine, consolidate positions and salaries as needed, and to contract with consultants whose fees do not exceed the comparable position salary.

Authorizes the Senate Administration Committee to adjust pay ranges in July to reflect implementation of the state pay plan for FY 2014.
