MO SR9

Increases membership from 9 to 10 members for five standing committees: Appropriations, Commerce/Consumer Protection/Energy/Environment, Education, Financial and Governmental Organizations and Elections, and Gubernatorial Appointments.

Eliminates the Committee on Health, Mental Health, Seniors and Families and transfers its duties to a new Committee on Seniors, Families and Pensions and the Committee on Veterans' Affairs and Health.

Increases membership in Committee on Governmental Accountability and Fiscal Oversight from 5 to 7 members and expands its authority to review all bills requiring new appropriations or expenditures exceeding $100,000 in the first three years of implementation.

Removes fiscal oversight duties from the Committee on Ways and Means, which previously shared responsibility for reviewing high-expenditure bills.

Adopts temporary rules adopted January 9, 2013, as permanent rules for the Missouri Senate of the Ninety-seventh General Assembly.
