Prohibits employers from requiring employees to join a labor organization or pay dues, fees, assessments, or other charges to labor organizations as a condition of employment.

Prohibits employers from requiring employees to pay equivalent amounts to charities or third parties in lieu of labor organization dues.

Declares any agreements between labor organizations and employers that violate these provisions unlawful and void, with violations classified as class C misdemeanors.

Allows injured persons to seek injunctive relief and recover damages including costs and reasonable attorney fees for violations.

Submits the measure to Missouri voters for approval at the November 2014 general election, with exemptions for federal employees, Railway Labor Act covered employees, and pre-existing collective bargaining agreements.
