Creates the Missouri Business Recruiters Act establishing private contractor positions for business recruiters who attract out-of-state businesses to relocate to Missouri.

Business recruiters receive one-time compensation equal to two percent of salary or wages for each new job created, provided the job pays at least the average county wage, is full-time, and is maintained for at least one year.

Establishes the Missouri Business Recruiters Fund in the state treasury, funded by employers withholding two percent of wages for relocated jobs, with the Department of Economic Development administering the program and tracking contributions.

Limits aggregate annual compensation to three million dollars per year and requires business recruiters to obtain a tax clearance statement from the Department of Revenue before receiving payment.

Program automatically sunsets four years after enactment unless reauthorized by the legislature, with subsequent reauthorizations lasting twelve years.
