Requires unaccredited school districts to pay tuition and provide transportation for students who attend accredited schools in the same or adjoining county.

Establishes tuition rate as the per pupil cost of maintaining the district's grade level grouping, calculated by dividing total grade level costs by average daily pupil attendance.

Limits tuition calculation to expenses for teachers' wages, incidental purposes, debt service, maintenance, and replacements.

Allows disputes over tuition amounts to be resolved by the state board of education with final decision authority.

Permits students to attend public schools of their choice, but schools are not required to admit new students unless they attended that district in the previous school year.
