Creates a work group within the Department of Elementary and Secondary Education to assess resources and services for employment transitions of students and young adults with disabilities, with recommendations due to the General Assembly by January 1, 2015.

Adds comprehensive day rehabilitation services for brain injury patients and hearing aids as covered MO HealthNet benefits, and specifies that residents of assisted living facilities receiving MO HealthNet assistance receive a minimum of one hour of personal care services daily if prescribed by a physician.

Revises criminal penalties for harming service animals, changing violations to include reckless disregard and interference with service animals, with restitution requirements for the service animal's owner including replacement costs, veterinary expenses, and lost wages.

Updates accessible parking requirements to comply with federal Americans with Disabilities Act standards for new or restripped parking lots with 25 or more spaces, and changes terminology from "card" to "placard" and removes "handicap" language from signage.

Establishes a $2 surcharge on all criminal and traffic case costs to fund the Brain Injury Fund for community-based rehabilitation services and support for individuals with brain injuries.
