• Establishes the "Show-Me Healthy Babies Program," a separate children's health insurance program (CHIP) under Title XXI of the Social Security Act to provide prenatal care and pregnancy-related services to unborn children whose mothers are not eligible for Medicaid and have family income at or below 300% of the federal poverty level.

• Provides coverage for unborn children from conception through one year after birth, with no waiting period, and extends pregnancy-related and postpartum coverage for mothers through the 60th day after pregnancy ends.

• Requires the Department of Social Services to submit a state plan amendment or seek federal waivers within 60 days and annually report on cost savings and benefits to the state and other entities.

• Modifies child care licensing exemptions for neighborhood youth development programs to include those affiliated with either congressionally chartered national organizations or nationally federated organizations that provide research-based curricula in a positive all-female environment.

• Clarifies the "Safe Place for Newborns Act" by updating references to the children's division and specifying that parents can safely relinquish newborns up to 45 days old to hospitals, maternity homes, pregnancy resource centers, firefighters, EMTs, or law enforcement without criminal prosecution.
