Allows immediate family members (including stepsiblings and stepchildren) of U.S. military members killed in the line of duty to obtain special personalized license plates featuring a gold star and the service member's initials.

Eliminates the annual $15 fee and biennial $30 fee for gold star plates, requiring only regular registration fees with no additional personalization charge.

Plates shall display the deceased service member's initials, a gold star, a three-letter code indicating the relative's relationship to the veteran, and the phrase "WE SHALL NOT FORGET" at the bottom.

Removes any limit on the number of gold star plates a qualified person may obtain for vehicles they own solely or jointly.

Plates are non-transferable except that registered co-owners may continue operating the vehicle with the plates for the remainder of the licensing year if the qualified person dies.
