Prohibits the state commission from increasing or decreasing the volume of water contaminants or pollutants authorized to be discharged from any point source without first commissioning an independent state study.

Requires the independent study to verify the environmental and economic need for any proposed increase or decrease for each affected stream segment.

Prevents modification of existing discharge limits within the twelve months immediately before any new construction or operating permit is issued.

Applies to all permit modifications involving changes to authorized water contaminant or pollutant discharge volumes.
