Allows insurance notices and documents to be delivered electronically if the party affirmatively consents and meets specific requirements including clear disclosure of rights, hardware/software requirements, and ability to withdraw consent.

Requires insurers to provide parties with information about the right to receive paper copies at no additional cost, procedures to withdraw consent, and means to obtain paper copies after electronic delivery.

If a notice or document requires verification of receipt, the insurer must send two additional notices at five-business-day intervals if the initial electronic delivery is not acknowledged.

Permits property insurance policy forms and endorsements without personally identifiable information to be made available on the insurer's website instead of mailing paper copies, provided the insurer keeps forms accessible for five years and notifies insureds of their right to request paper copies at no cost.

Applies to insurance documents issued by insurers organized under chapters 379 and 380, RSMo, and life insurance products issued by insurers organized under chapter 376, RSMo.
