Allows persons awarded the Korea Defense Service Medal to apply for special motor vehicle license plates for vehicles they own solely or jointly, excluding apportioned vehicles and commercial vehicles over 18,000 pounds gross weight.

Requires applicants to submit proof of Korea Defense Service Medal eligibility on a form provided by the director of revenue.

Imposes a $15 fee in addition to regular registration fees for the special license plates, which must display "KOREA DEFENSE SERVICE MEDAL" and an image of the medal.

Permits no limit on the number of special license plates a qualified person may obtain for their vehicles and exempts personalization fees under section 301.144.

License plates are non-transferable except that registered co-owners may operate the vehicle with the plates for the remainder of the licensed year upon the qualified person's death.
