Amends section 167.121 to allow the commissioner of education to assign pupils to another school district if a financial, educational, safety, or health condition affecting the pupil would likely be reasonably improved by transfer, or if there is a special hardship or detrimental condition.

Expands existing transfer authority beyond unusual or unreasonable transportation hardships to include conditions described in the new subsection 2.

Pupils residing in lapsed public school districts or districts with unaccredited or provisionally accredited status on two consecutive annual performance reports may enroll in the Missouri virtual school while maintaining enrollment in their home district.

Home district boards must pay tuition to the virtual school, with full-time enrollment counting as one average daily attendance equivalent and part-time enrollment calculated proportionally.

School districts are not required to provide computers, equipment, internet access, supplies, materials, or additional funding beyond what is specified in the statute for virtual school participation.
