Repeals and replaces sections 182.815 and 182.817 of Missouri law relating to disclosure of library records.

Expands the definition of "library material" to include e-books, digital resources, and other digital materials available in digital format.

Adds third parties contracted by a library that receive, transmit, maintain, or store library records to those prohibited from releasing library records without proper authorization.

Permits library record disclosure only with written consent from the identified person or by court order upon a finding that disclosure is necessary to protect public safety or prosecute a crime.

Allows individuals whose privacy is compromised by violations to file complaints with the attorney general within 180 days and pursue civil action for damages, including punitive damages and attorney's fees.
