Expands the definition of "contractor" to include those performing work on both residential and commercial real estate, rather than residential only.

Prohibits contractors from advertising or promising to pay, rebate, or provide any compensation for insurance deductibles as an inducement to purchase goods or services.

Requires contractors to provide customers with a cancellation notice in at least 10-point boldface type, allowing customers to cancel contracts within five business days of receiving written notice from their insurer that a claim is not covered.

Mandates contractors return all payments and deposits within 10 business days of contract cancellation, except for reasonable compensation for emergency services already performed.

Prohibits contractors from representing or negotiating on behalf of property owners in insurance claims related to roof or exterior repair work.
