Requires annual written authorization on a specific form titled "Consent for Withholding Union Dues/Fees" before any amount can be withheld from public employee earnings for union dues, agency shop fees, or other fees.

Mandates separate written authorization on a form titled "Consent for Political Use of Dues/Fees" for public labor organizations to use dues or fees for political contributions or expenditures, with authorization renewed every twelve months.

Prohibits public labor organizations from increasing dues or fees for employees who do not authorize political use of their contributions.

Requires public labor organizations to maintain and submit records to the Missouri Department of Labor and Industrial Relations documenting authorizations, fund transfer amounts and dates, and transfers to continuing committees.

Exempts first responders and their representing labor organizations from these requirements and prohibits the authorization requirements from being made a condition of employment.
