Prohibits drivers age 21 and younger from using hand-held electronic wireless devices while driving unless equipped with hands-free technology or voice-recognition hands-free texting.

Prohibits commercial motor vehicle operators from using hand-held mobile telephones or hand-held wireless devices to send, read, or write text or electronic messages while operating.

Exempts authorized emergency vehicles and allows use of hand-held devices for reporting illegal activity, summoning emergency help, preventing injury, or relay communication between transit/for-hire operators and dispatchers.

Defines violations as infractions and moving violations subject to point assessment under Missouri traffic law.

State law preempts local ordinances regulating hand-held electronic wireless device use in motor vehicles; exempts parked vehicles, law enforcement and emergency personnel on duty, GPS systems, and voice-operated technology.
