Repeals and replaces section 163.410, RSMo, regarding school district financial requirements during periods of underfunding.

Excuses school districts from professional development spending requirements under section 160.530 when state appropriations for school funding formula basic apportionment fall below annualized calculation needs or transportation funding provides less than 75 percent of allowable costs.

Excuses school districts from fund placement and expenditure requirements under section 163.031(6) during the same underfunding conditions.

Provides that if the governor withholds funds for school funding formula basic apportionment, school districts are excused from compliance with the above requirements in the following fiscal year.
