Allows the Department of Revenue to renew nondriver's licenses for persons age 60 or older who have granted someone legal power of attorney for that purpose, without requiring the physical presence of the license holder.

Requires that all other requirements for nondriver's license renewal must still be met by the applicant.

Persons who have passed their seventieth birthday continue to receive a nonexpiring nondriver's license card upon application.

Nondriver's licenses expire on the applicant's birthday in the sixth year after issuance, except for persons age 70 and older who receive nonexpiring cards.

The fee for nondriver's licenses remains six dollars or three dollars depending on the length of validity period.
