Repeals section 301.227, RSMo, and enacts a new version relating to scrap metal operator acquisition of inoperable motor vehicles.

Establishes that scrap metal operators may purchase inoperable motor vehicles or parts that are at least 10 model years old without requiring original, salvage, or junking certificates if the operator verifies no security interests or liens exist through the department of revenue's online system.

Requires scrap metal operators to submit a copy of the seller's state identification and a department-designed bill of sale to the director of revenue instead of title certificates for such vehicles.

Eliminates the verification requirement for security interests and liens if the motor vehicle is at least 20 model years old.

Directs the director of revenue to promulgate rules and regulations to implement these provisions, including development of a uniform bill of sale form.
