Repeals sections 115.027 and 115.607 and enacts three new sections (26.226, 115.027, and 115.607) relating to selection of public officials.

Establishes procedures for filling lieutenant governor vacancies through a writ of election held at the next general election, with the chief administrative assistant performing ministerial duties during vacancy.

Requires boards of election commissioners to have four members appointed by the governor with senate consent: two from each major political party, with chairman and secretary from different parties.

Allows the governor to appoint one non-voting representative from each established political party to boards of election commissioners, selected from lists submitted by state party chairs.

Prohibits the governor from making election commission appointments during legislative interim in counties with charter government and over 950,000 inhabitants.

Reorganizes county political party committee membership structure to be based on state legislative districts rather than townships and wards in first-class counties containing major cities over 300,000 inhabitants.
